Reserve Candidates Eligible for Employment Under Contract Type 4/B (Announcement dated 15.05.2025) – 8th Reserve List Announcement

Important Notice:

Among the candidates who applied for our University’s contracted 4/B personnel recruitment announced on 15.05.2025 and who were declared as principal candidates or as reserve candidates eligible for placement as published on our University’s website, those who have submitted the required documents to start their duties but wish to waive their right to placement due to reasons such as being placed in another institution, and who have not informed our University regarding their waiver, are required to fill out and sign the Waiver Petition attached, and send the signed copy in JPEG or PDF format to the e-mail address personel@cbu.edu.tr
Candidates who did not submit any documents within the required period are not required to send a waiver petition.

Pursuant to Article 4(B) of the Civil Servants Law No. 657, for employment within the units affiliated with our University, according to the results of the Contracted Personnel Recruitment Announcement published in the Official Gazette on 15.05.2025, with applications received through the Presidency Career Gate platform between 15.05.2025–29.05.2025, and results announced on 20.06.2025 on our University’s website and Career Gate; the list of reserve candidates who gained the right to employment in place of principal and reserve candidates who did not apply to our University within the specified period is provided below.
Candidates listed as “Reserve Candidate Eligible for Employment” are required to apply in person (or through a proxy with a notarized power of attorney) to the Manisa Celal Bayar University Rectorate, Department of Personnel Affairs by the end of working hours on Friday, 28.11.2025, together with the required documents listed below. Candidates who do not apply within the specified period will be considered to have forfeited their rights.

Among the reserve candidates eligible for employment: those who do not apply within the application period, those who apply but later waive their rights, those later determined not to meet the announcement requirements, and those whose background investigation results are negative will be replaced by the next reserve candidates, in accordance with the announced results, until the number of positions specified for each qualification code in the announcement is filled.
If reserve candidates are to be called, the list of reserve candidates eligible for placement will be announced on our University’s website www.mcbu.edu.tr. No individual notifications will be made to reserve candidates, and they are required to follow the announcements published on our University’s website and apply within the specified period should they gain the right to employment.

In accordance with Article 3/(1) of Law No. 7315 on Security Investigation and Archive Research, published in the Official Gazette dated 17.04.2021 and numbered 31457 — “Archive research shall be conducted for those who will be appointed to public service or civil service for the first time or reappointed, regardless of their status or employment type” — archive research will be conducted for candidates who submit the required documents completely. After a positive result, candidates will be notified/announced regarding signing their service contracts and starting duty within the determined schedule.

Since this announcement serves as an official notification, no additional personal notifications will be made.

Documents Required from Reserve Candidates Eligible for Placement:

  1. Application Petition (The attached form must be completed)

  2. Graduation Certificate (QR-coded document obtained via e-Government or photocopy of diploma with original shown)

  3. Health Board Report from a fully equipped hospital, stating that the candidate has no medical condition preventing them from serving in the designated position.
    (Example: “Fit to serve as Support Personnel (Cleaning, Distribution, Transport, Service, etc.)”, “Fit to serve as Nurse”.)
    Note: Since obtaining the Health Board Report may take time, candidates may instead submit the attached Health Status Declaration Form during application and provide the official report before signing the service contract and starting duty.

  4. Criminal Record Certificate (QR-coded, obtainable via e-Government)

  5. Military Status Certificate for male candidates
    (Those who completed military service must submit a discharge certificate showing dates and status; those deferred/exempt may submit a status document obtained via e-Government.)

  6. Asset Declaration Form (Both pages must be hand-filled and signed by the candidate)

  7. Six (6) passport-size photographs

  8. Photocopy of ID Card (Candidates placed in Protection and Security Officer positions must also include a photocopy of their Private Security Officer ID card)

  9. Social Security Institution (SGK) Service Record for candidates with prior employment (QR-coded via e-Government)

  10. For candidates with prior service in public institutions: Service record document or certificate indicating periods of employment, issued by the institution(s) they previously served.

Candidates must prepare, complete, and sign all required documents before arriving for the application and submit them in this manner.

Notes:

*  Under Article 4/B of Law No. 657 on Civil Servants,
“Contracted personnel whose contracts are terminated by their institutions due to violation of contract provisions, or who unilaterally terminate their contracts during the contract period — except for exceptions determined by Presidential decision — cannot be employed in contracted personnel positions in public institutions for one year from the date of termination or non-renewal of the contract.”

** Under the “Principles on Employment of Contracted Personnel,” which regulate the personal rights of contracted personnel, transfer to another public institution is not possible for contracted personnel.

*** Procedures for contracted personnel who will start duty shall be carried out in accordance with the provisions of the Law No. 7433, “Amending the Civil Servants Law and Certain Laws and Decree-Law No. 663,” published in the Official Gazette dated 26 January 2023 and numbered 32085.
